Theory becomes experience.

German driving schools don't lack theory. What they lack is the ten metres between a rule and its application at 50 km/h under real traffic pressure. SafeRoad VR is not a €20,000 cockpit simulator. It isn't passive 360-degree video either. It's a standalone VR headset on a chair in the corner of a driving school, placing the student in an intersection and measuring — to the millisecond — whether they actually look where the law requires them to.

What the intersection asks of the student.

Before any decision question appears, the GazeDetector component in Godot 4 with XR Tools validates whether the student has actually performed the shoulder check and the intersection scan. Only then is their knowledge of the right-of-way rule tested.

01 · Problem

Structural, not personal.

Germany is short 10,900 driving instructors. Average time to fill a vacancy: 307 days. The Deutscher Fahrlehrer-Verband reports that 34% of driving schools lose revenue directly because of the staffing gap. A class-B licence now costs €3,400 on average, climbing 5.8% per year (Destatis 2023).

The 45% theory fail rate sits downstream of that structural pressure. Students arrive under-prepared at their practical lessons, because classroom instruction — however thorough — cannot replicate the cognitive load of a real intersection.

The existing product landscape offers two inadequate answers. Cockpit simulators (€15,000–€40,000) require dedicated rooms and power lines that do not pencil out for a 5-to-15-person driving school. Passive 360-degree video asks nothing of the student. They watch; they don't decide. Neither addresses what BASt M 348 (2023/24) explicitly calls "concrete optimisation potential": the gap between theory instruction and the experiential test of hazard perception.

The regulatory frame sharpens the window. The FeV reform (expected H2 2027, supported by the VMK resolution of October 2025) will permit simulator hours within certified training, gated by a TÜV/DEKRA conformity declaration. Whoever is already piloting with Leipzig driving schools in 2026 sits in a different position than whoever starts after the reform.

02 · Approach

Phase 1 free of regulatory dependency.

One design decision was made early and held without flinching: Phase 1 requires no regulatory approval. By positioning the product as supplementary teaching material (not as creditable training hours), the team ships in 2026 without waiting for the FeV reform. This isn't a workaround; it's the correct sequence. Pilot data from Phase 1 becomes the evidence base for the certification filings in Phase 2.

The interaction model is neither quiz nor game. The student stands stationary inside a traffic scene on a Quest 3S. AI vehicles move around their position. The GazeDetector in Godot 4 with XR Tools validates the observation movements (shoulder check, intersection scan, sign recognition) before a decision question appears under time pressure. A three-star scoring system (0–3) separates observation score from knowledge score.

The marketing site runs on Next.js 16.1.6 with Firebase 12.9.0 as the backend for instructor-tablet monitoring. Three.js / React Three Fiber drives the ambient 3D hero. Framer Motion 12 carries the page transitions. The hardware target is Quest 3 / Quest 3S. Quest 2 is not supported. XR2 Gen 2 is the floor for the visual fidelity safety training requires.

Multi-agent workflow: Claude Code for architecture and business documents, Gemini for frontend UI, Codex for Firebase Functions. Each agent works in isolated branches with an explicit prompt contract before any merge. A shared .task-board.md tracks active work. The model permits parallel sprints without merge collisions.

03 · Stack

Components chosen. And why.

  • Godot 4.x + XR Tools

Established Quest XR toolkit. Avoids Unity licensing risk. Extensible via GDScript for scenario logic.

  • Meta Quest 3 / 3S (standalone)

XR2 Gen 2, 90 Hz. No PC, no cables. Hardware cost ~€300 vs. €15K+ for a cockpit.

  • Blender Cycles baking

Required because Godot 4.4 Compatibility-LightmapGI is broken (GitHub #111465). PBR visuals within the mobile frame budget.

  • Firebase 12.9 (Firestore + Functions)

Real-time monitoring on instructor tablets. Cloud state sync for multi-device schools. Faster iteration than self-hosting.

  • Next.js 16.1.6 (App Router)

Statically generated marketing site. Tailwind 4, Framer Motion 12, R3F for ambient 3D.

  • Multi-agent Git workflow

Claude + Gemini + Codex on separate branch prefixes. Shared .task-board.md with prompt contract. Prevents context collisions in a 4-person team.

04 · Status & Roadmap

What is now possible that wasn't before.

As of May 2026: the VR product is in active development (~2–5% complete, Quest hardware test pending — honest self-assessment in the SRVR Tracker). The marketing site is live: saferoadvr.com with German copy, pricing (€325/month, €299 on annual contract), product overview.

Pilot survey V3 (14 questions, anonymous) is going out to 15+ Leipzig driving schools. Follow-up scheduled with Philipp Knorr, Wirtschaftsförderung Leipzig.

What now exists that didn't before: a defensible regulatory path (Phase 1 supplementary → Phase 2 FeV-creditable). A documented evidence base (86% vs 31%, BASt M 348). A pricing model with €2,312 annual net per school at moderate utilisation. A 13-week sprint (7 April — 5 July 2026) to a pilot-ready Quest scenario.

Funding applications in flight: SAB Mikrodarlehen (up to €30K at 2% p.a.), SAB MEP Markteinführung (up to €200K, 60%), BSFZ research allowance, ZIM feasibility study, InnoPrämie. Commercial register entry February 2026, €25,000 share capital paid in.

05 · What we learned

Regulated German sectors don't buy ideas. They buy evidence that holds up under audit. Building the evidence infrastructure (BASt citations, FeV mapping, pilot survey data) before the product exists isn't premature bureaucracy. It is the product.
